What makes Section F enforceable

The tests the checker runs, and why each one matters.

Section B lists all of the child's needs

Every special educational need described in the professional reports appears in Section B. Needs mentioned only in Section A or in the reports but missing from B are a gap.

SEND Code of Practice 2015, para 9.69 (Section B)

Section F provision is specific

Each item of provision in Section F says what will be provided, by whom (role or qualification), how often, for how long, and in what group size. Words like 'access to', 'opportunities for', 'regular', 'as appropriate', 'up to', or a range with no floor are not specific.

SEND Code of Practice 2015, para 9.69 (Section F): 'detailed and specific' and 'normally quantified'

Every need in B has provision in F

For each need in Section B there is provision in Section F that addresses it. A need with no matching provision is a gap.

SEND Code of Practice 2015, para 9.69

Educational provision is in F, not hidden in G or H

Speech and language therapy, occupational therapy and similar that educate or train the child must be in Section F (special educational provision), not only in G (health) or H (social care).

Children and Families Act 2014, s21(5)

Section E outcomes are specific and measurable

Each outcome says what the child will be able to do, by when, in terms that can be checked. Vague aspirations are weak.

SEND Code of Practice 2015, para 9.66

Section I names a school or type of setting

In a final plan, Section I names the school, college or type of placement. A blank Section I in a final plan is a gap.

SEND Code of Practice 2015, para 9.78

Section A reflects the child's and family's views

Section A contains the views, interests and aspirations of the child and the parents, in their words where possible.

SEND Code of Practice 2015, para 9.62

Personal budget noted if requested

If a personal budget was requested, Section J records the arrangements.

SEND Code of Practice 2015, para 9.95
